We do not allow unrealistic "isolation concepts" to occur in this world. Once a form of technology moves from military application to the public sector it's accessible by everyone... everyone with money, that is.
Thanks to characters like Tony Stark, Bruce Wayne, Reed Richards and Lex Luthor the world is brimming with cybernetic-enhancement tech. It's done wonders for the medical community, greatly improving the quality of life for millions, but the richer one is, the more they benefit, especially in America.
Cyber-tech is the fastest growing and most lucrative industry on the planet. The applications are endless, and the sky is just about the limit as to what a 'writer' can conjure up. Of course there are parameters that society would naturally set. Those pesky ethical codes and what not; slight speed bumps for people with the means and the connections.
After Lex Luthor gained control of all of Wayne and Stark Industries technology, he hacked it up and sold it to the highest bidders. Cyber-technology had been declared the "Property of the People", a small fraction granted to the medical company to appease the bleeding hearts, while the lion's share went to military contractors and the criminal underworld. Now, villains are armed to the teeth with cybernetic enhancements and high-tech weaponry that has more than evened the playing field between them and super-powered heroes.
Tony Stark's "IRON LEGION" spends the same amount of time, if not more, controlling and fighting against his own technology than he does policing enhanced individuals.
CYBER-GOVERNING
Tony Stark along with Reed Richards attempted to regulate the dangers of cybernetic tech by developing a law that all robotic technology would have to be "governed" to acceptable strength levels if used privately. It worked for about three months, after that people just began to over-clock the machinery, a process people call "boosting" conducted by people called "boosters". Boosting is highly illegal, but almost impossible to enforce. With the right tools and tech, just about anyone can modify the tech. Still, America has vowed to clean up the streets and protect people from the dangers of "Cybernetic-tech Crimes". Lex Luthor himself has taken up the crusade, it's great for business, and in a country that only cares about making money, it's doing wonders for the economy.
STANDARD TECH?
In America and around the world there is no longer a standard form of technology, it's basically all over the map. The best technology is only affordable by the wealthy 1%, so the tech of Batman and Ironman still have an edge against you standard street-level criminals who have acquired some form of enhancing technology.
