In other words, it was a secret from Wayne's stockholders. Since the Watchtower was also ideal for keeping a watch on the Earth below, the Justice League adopted it as their headquarters.
The station is mainly an automated facility and does not require any extensive crew to operate and maintain it. Entry is restricted to the senior Justice League members who are recognized by the facilities artificially intelligent controller. Cyborg is able to interface with the system and assist in the maintenance and security.
STARK TOWER
Stark Tower is a 93-story skyscraper with the Main Tower flanked by a 35-story South Building and 55-story North Building. It is located on 58th and Broadway, near the Columbus Circle in Midtown, Manhattan, New York City. Stark Tower serves as the headquarters for Stark Industries and houses the primary penthouse condominium residence of Tony Stark.
The Tower was comprised of some of the most advanced technology in the world and is built with nigh-indestructible materials. Every wall, both interior and exterior, is made of titanium reinforced concrete and the windows are virtually indestructible.
The entire building is run by FRIDAY, Stark's trusted A.I. replacement for JARVIS who is now Vision. The top three floors are designed as Stark's home, equipped with state of the art high technology for all the day to day activities. Aside from these the Tower has technical labs, medical labs, an armory, state-of-the-art gym, Iron Man's 'Hall of Armor', and a Hanger bay which houses the Avengers' Quinjets.
In the wake of the 'Registration Act' and Lex Luthor's ascent to presidency, Stark Tower also acts as the main base of operations for the Federal Regulation Bureau's two task forces led by Iron Man and War Machine and charged with enforcing the Act. The IRON LEGION and the New York GUARDSMEN are both housed in the Tower.
The GUARDSMEN, are a elite soldiers equipped with suits comparable to that of War Machine. They exist in various cities across the US along with automated androids of the IRON LEGION. They are essential for policing super-humans.
THE BAXTER BUILDING
The iconic home base of the Fantastic Four, Reed and Suzan Richards, Johnny Storm and Ben Grimm. Once home to the public, the building is now solely owned equally by the Four. Their service to the country and the world afforded them special privileges but since the election of President Luthor those exemptions have been slowly dwindling. The entire building has been modified, each of the Four lending their special talents to the development.
XAVIER'S SCHOOL FOR GIFTED YOUNGSTERS — GENOSHA
The original school has been re-converted to the Xavier estate in Westchester. A replica of the original now exists in the city of Carrion Cove on Genosha, the Isle of Mutants under the governorship of Magneto and Charles Xavier. The school is NOT THE headquarters of the X-Men, it is just an institution for educating and training mutants to deal with their gifts.
